Global Talk Series : PROF. DR. CHANG CHING-RAY
Hi, good morning.
Okay, this time I want to talk about an inspiring talk that my classmates and I had been attend on the 2nd March. The talk was held in the Senate room,UKM and started about 9.00 a.am.
First of all, let me tell you a little bit about Prof. Dr. Chang Ching-Ray. Some of you may know him but some don't, right?
Prof. Dr. Chang Ching-Ray are the Executive Vice President For Administrative Affairs National Taiwan University. He received the B.S degree in Physics from National Taiwan University (NTU), Taipei, Taiwan and also have received his PhD. Degree in Physics from University of California, San Diego. He was incorporated with the magnetic group of Industrial Technology Research Institute. Since that, he was working at National Taiwan University and now was the Vice President of the university. Prof. Dr. Chang Ching-Ray was also the President of Asia Union of Magnetic Societies (AUMS) and Director of the Center for Theoretical Physics in NTU.
Why he came to UKM that day?
According to Prof. Dr. Chang Ching-Ray, he was invited to share with us on the very pertinent issues that are affecting Malaysian Universities. The first issue is Malaysian needs to become stronger industry academic high qualification. Second issue is about fund sources. Besides that, he also mentioned his experiences with National Taiwan University and what implementation used by them that can be implemented in Malaysian Universities.
He also shared about possible extra incomes that can help the university in moving forward such get acces with external resouces, needs in activate school assets, upgrade management performance and to enchance R&D strength, apply patents to the new venture business and also strenghthen the links between alumni and corporate donations. Not just that, he advised to increase fundraising and encouraged students to become entrepeneurship. Plus, Prof. Dr. Chang Ching-Ray also shared with us about how to do budget savings. One is strictly control and reduce the external procurement cost. Second is to negotiate the prefential rates of finance costs in order to reduce expenditure. Third is timely update the performance appraisal system, revice incentives to enchance the administrative efficiency and fourth is to review the operational processes and expenditure rationality. I definitely will follow his advised in budget savings !
There is one part in his talks, Prof. Chang Ching-Ray had shown us the NTU at a glance. I felt very happy and amazed with and wondered how he survived and studied at the same time in a foreign country.NTU has 11 colleges, 3 professional schools, 54 departments, 109 graduate institutes and 66 research centers.😲 Very big right?? He explained to us what is university in deepest meaning. He said, university is a community of teachers and scholars. He also prelude three universities that are geologically close to each other are Malaysia, Indonesia and Philiphines. Other than that, he talked about VUCA. VUCA is acronym used to describe or reflect on the volatility, uncertainty, complexity and ambiguity of general conditions and situatuions. According to Prof. Dr. Chang Ching-Ray, VUCA is you can do anything as your wish.
Last but not least, one of his saying that still fresh in my mind is "money can do nothing but without money university can do nothing."
